Low connection speeds with my new provider on my PC only

Howdy, for the past 24 hours i've been trying to solve this issue i have with my new internet provider. The area i live in now supports optical fiber connection for the last 2-3 months so i decided to upgrade to this yesterday with a 100Mb connection speed, decided to test my connection speeds on various platforms and websites. Basically all platforms i test connection speeds are working as intended, except for my main rig.

I've tested on my laptop, phones (5 different ones), ps4 and xbox one. Both wireless and through cable (on ps4 and laptop only, xbox one i tested wireless only). Tested with 4 different cables aswell (i found out one of the cables was faulty), they worked perfectly with ps4 and laptop but not with my PC. Also my pc can only be connected to the internet through cable and the router is a neaby to the rig, not really next to it, but close enough to use the cables length to its maximum which is around 2 meters i believe.

The connection speeds i've been getting on my main platforms:
-laptop 80Mb+ download and upload through wifi and cable;
-phones 50Mb+ download and 30Mb+ upload (tested at different spots in the house);
-ps4, yesterday i was getting 70Mb+ download/upload wireless and 90+/80+ with cable, today my upload speed on the ps4 is around 10Mb tops both wifi and cable (this is no big deal);
- xbox one, 90Mb+ download and upload, yesterday and today, the speed didn't change much;
-PC (main gaming rig), through cable only, the connection speed i get with this platform is around 2-4Mb download and about 2-6Mb upload all day (which is way lower than the previous platforms).


What i have tried to solve this problem so far:
-reset the router (didn't work);

-tried different cables (didn't work);

-tried updating my network card drivers (not sure if this could still be a culprit, my current windows OS doesn't let me update these drivers manually, so i had to do it through DriverPack. Exe files gives me a JScript error and .inf files are being ignored by the OS as it states the drivers are up to date, which they weren't and still aren't on the most recent drivers i believe). Went from version 14. something (dated from 2011) to 15.6.0.14 (released 30th october 2013) by using the previous software. I've found drivers for the same device with the info- 20.6.0.5 (29.05.2017), except i can't install these. Hence ther eason i can't rule out this option entirelly;

-tried different connection testers in multiple browsers with the same results on pc;




Other additional info/testing with the connection:
-task manager tells me i'm using up to 60% of my network watching a 4k video on youtube, except the % keeps ranging from 0% to around 60%, it's inconsistent, i can also load 4k videos without buffering which is weird;

-task manager reports up to 80% with a 8k video on youtube, except the video is essentially coming out in hiccups (constantly buffering every few seconds), also inconsistent use;

-steam download speed reports 500KB/s tops when downloading a game, most of the time it's around 300-400 KB/s, task manager also reports a usage of around 3.5% of the network, this one isn't inconsistent as the % value hardly goes under 2%;


Anyone have a clue what could be the problem?

So i guess i should have made half a step on that update, i read somewhere before posting here about someone having issues with the same drivers but i thought that wouldn't be the case. But it ended up being exactly that, if i had bothered to give that a try, i would have fixed it without bothering someone with this.

Anyways, many thanks for the solution. I'm happy now!
