Best Budget PSU

Going to make a new build.

The (tentatively final)specs will be:

Ryzen 1600
B350 Motherboard(Deciding between Prime Plus, ROG Strix, Tomahawk)
8 GB 2400 Mhz Ram(Maker depends on available model appearing in selected Motherboard QVL)
GTX 1060 3GB or 1050Ti, maybe 1060 6GB if I can get at decent price.
2 HDD's, maybe 1 SSD
6 Case Fans, not RGB.

I won't be doing anything extreme on the system. Maybe a mild overclock if things go well, and a mild RAM overclock to get that sweet Ryzen performance boost.

What PSU do I choose? Would prefer modular if possible for the sweet cable management. Availability is very limited.

My original choice was Seasonic S12II-520 or M12II-520 EVO. But someone told me that it used "old group regulated topology" and was "too old for new systems". I was recommended the Corsair CX550(2017) or the Corsair TX550M as a better option. But both are unavailable for now.
I've seen some funny things about the CX550 on these forum's too.

My last build probably ultimately died because of the stupid first PSU choice I made, so I don't want to repeat that mistake.

I can wait till either the CX or the TX is in stock, but it would be an inconvenience, eager to have a working PC again!

Solid answer to my confused post.

To be clear, it's better than all the options in my budget except maybe the TX550M right? It definitely beats out the Seasonic S12II-520/ M12II-520 EVO?

Is there a difference between the CX550(new) non modular series and the CX-M series?

I did some google-fu about the CX650M. It seems that there is an issue, where if the PSU is mounted with the fan facing down on the case, it starts making a loud rattling noise. This is kind of concerning for me, since my Case has a bottom downward fan intake PSU mount. Seen some videos and Newegg reviews concerning this.

I can't say if this is a common issue or not, but it is concerning. I don't mind a little noise, but I can't take loud rattling or whining.

Do I buy it and risk it?

Is the CX-M series better than the CX series? CX550 vs the CX550M/650M for example.
