CPU is super under performing

Pretty sure you are doing something wrong when you are mounting the CPU cooler. Either with the thermal paste or mounting...

My advice to you now so you dont damage your system is to power it down. Leave it turned off. Take it to a computer shop and let them mount your CPU cooler.

Where are you getting that number? What cooler are you using? It should certainly be getting quite a lot hotter than that when under load in cinebench unless you have some serious cooling.

What are clock speeds when running cinebench?

gtx 1060 8gb ram 1tb hard drive I also checked HWmonitor and my cpu is at a constant 100 degrees cel how ever my cooler is working fine and i have only had it for 2 months and its working fine its spinning and everything not loud at all

Dude fix the CPU cooler. It is either mounted incorrect or are you even using any thermal paste?
No wonder your CPU is under performing, it is thermal throttling like mad to prevent damage. Even running at 100 degree celcius is not good at all for the CPU.

Just to make sure you are reading the temps correct. Can you go into bios and watch the CPU temps there, and see how high it will go?
 
The maximum allowable temperature for the i7-7700 is 100°C

Once the temperature reaches this point the processor will stop functioning until the temperature has dropped in order to avoid (further) damage to the cpu.

Stop using the computer until this is fixed.

There is clearly something wrong with the CPU cooler.

- Has come lose.
- Never cleaned so it is totaly clogged up with dust, etc.
- CPU cooler fan has stopped working.
- To old thermal paste. (still should not let the CPU go to 100 degree celcius)
- The Vcore setting have for some reason been set WAY to high = Higher temps.


Thats about it. One of the points (or several) is correct.
