GPU overheating issue

I've had XFX radeon HD 7850 for 4-5 years for a bit of gaming and i've noticed the fans arent turning on until around 100c recently.

Idle temp is around 46c, 275 RPM (45% fan speed) monitored with speedfan

I clean out the dust every 6 months with compressed air.

The times when the card overheats happens when:

-I transfer files (10gb+) from pc to my phone for some reason.

-I watch movies on VLC/MPC-HC.

-I play games (Diablo 3, Mortal Kombat XL)

Whenever i cause the gpu to overheat(above cases i mentioned), it will continue to heat up until i shutdown the pc and start it again, example:
Play diablo 3 for 15mins, close it and then the temps on the gpu will keep going up from 50 to 100c and cooldown again to 50 and repeating the cycle.

My questions:

What could be the cause for my gpu overheating?
Whats an ideal gpu idle temp?

Should the gpu fan always run?

When playing games, should the temp always be stable? Mine keeps going from 50 to 100c all the time because my fan isnt running.

Is it possible to disable the gpu and use the integrated hd graphics from i3-3220 i use for watching movies on 720p?

Solution
you can use a program like MSI Afterburner to edit the fan curve so it will spin faster.
there is no "ideal" idle temp. the load temp however, should be under 90C (preferably 85C or lower).
^ that usually only slightly improves the temp. but a good thing to do as it forces you to take the card apart and see if it is really clean.
also, could be something wrong with the fans - they might be dead or close to it, so "greasing" them might do wonders.
