I have an older PC that has started crashing on newer games. It is a Dell Studio XPS 8100 w/ a Intel i7 860 @ 2.80 GHz and 8 GB of ram. The GPU I have installed is a Geforce GTS 450 w/ 2 GB. The PC has only a 350 watt PSU. Do I need to upgrade the power supply and the video card to run games like World of Tanks or Skyrim or Fallout 4? Or is this PC just too old?

You would need to boot to your Bios and see what you have.

If Legacy with no options to move to UEFI

Then a 750 TI is the best

IF UEFI

Then you could go up to a 1050 GT comfortably, I wouldn't go higher than that with such a old PSU.

World of Tanks would be pretty punishing on that CPU regardless what GPU you have, that PC should be using a normal ATX supply so you have upgrade options provided your BIOS will support current gen cards.
