Asus P5QL series of Motherboards are solid, non OC motherboard using DDR2 up to 800 Mhz for example is a possible answer for you.

The board manufacturer says "GA-945GCMX-S2 (rev. 6.6) is able to boot with Intel® Core™2 Duo supporting FSB 1333MHz (OC)"

The chipset manufacturer does not claim quad support for any 945 or 946 chipset. Your 945GC is actually the only one qualified for 45nm duals, if it's the A2 stepping of the chipset.
 
Surely you can read the manufacturer's own QVL I helpfully linked to back in post #2. Q6600 = N/A with any BIOS revision.

Core 2 Extreme X6800 works, but would be slower than E8400, E8500 or E8600 (which require the latest Beta BIOS). All of these require overclocking the chipset to run at the stock speed, and at least DDR2-667 (PC2-5300).

just look up ebay for lga 775 cpu & motherboard bundle and you will see the motherboards that support the CPU.

the ONLY Quad or Quad extreme that will run on your motherboard is listed with a Green Check mark, the rest are marked with a red check mark (not supported) and do not confuse Qmmmm with QXmmmm with Xmmmm CPUS, and I would take the one listed below with a grain of salt (i.e. don't bother since rest of series isn't compatible)

there is only one mobo Brand new that support q8400: ASRock G41C-Gs. But this one uses DD3 memory (not DDr2). Used mobo like P5Q can cost about 50eur in aliexpress or ebay.
anyway I would not buy it. even the lowest cpu in the last two years is far better.
