CPU Clock Speed Drops When CPU Reaches 40°c

My CPU (Pentium E 5300) will reach 40°c and then not go any higher, and will lower the clock speed from 2.6GHz to around 2.0-2.2GHz. I'm not sure how to remove this temperature cap, even when the cpu is at 80%-90% utilization the clock speed doesn't reach the stock 2.6GHz.

I'm running Windows 10 64 bit,
GT 210
4GB ram
600W psu

(i know its not a great gaming system, hoping to upgrade in a few months)

Do i get this correctly: Its the Socket 775 Pentium E5300? What is the MoBo? It may be the MoBo, as if this is really the venerable 5300 (i had one as well, served me well for some years) your MoBo may show its age. It would always be a good idea the re-new the Thermal paste, as if this is a bit older as well, there can occur "accidents" over time because of ageing.

I don't think its the cooler, as it's not getting hot enough, instead of getting too hot.
I use the stock cooler that came with the PC. (It's a dell prebuilt that i added a cheat graphics card to)
