Weird download speeds

Hello, my problem is the following. Recently, I installed high speed optic fiber (1000mb).

The network would be something like this:

PS4 -> connected directly to router
Moviles/tablets/laptop -> connected via wifi.
MY DESKTOP PC (located on the 2nd floor) -> conected via powerline to router with a category 6.a lan cable (from pc to powerline adapter and from adapter to router),


Now, the download speeds are all over the place. If I run a speed test on the ps4, it gets around 300/500 mbps. On my parent's smartphones they get no more than 200mbps. On my phone (which is older than my parent's) I cant' seem to get more than 20.

And finally, on my desktop pc, which is my main problem,I can't even reach 50mbps. Which is odd,because the powerline we're using is gigabit and capable of speeds over 100mbps..

My connection on my pc is, so far, working better than it ever did. But It is still not enough. I mean, I am downloading things at 3/4 mbps. It HAS to be faster. I mean, we are paying for 1000mb for god sake. Now, iam perfectly aware that i'll never actually reach100mb per second while downloading something. But i'd expect it to be at least 30/50mb ps no problem...

Why is this happening?I suspect it HAS to be my network card's fault,since it isn't gigabit. What could the problem be here?
 
Solution
on Wifi, it is likely limited by the phones/wireless capabilities.
On PS4, likely by the PS4 itself.
on your computer, most likely the powerline adapter.

If you want to diagnose the problem and count out computers network card, you could move it temporarily next to the router and plug it to that directly to see if it changes.
If it changes, it's powerline adapter.
if not, computer.

Also note on powerline adapters, they are all marketed as up to XX speeds, and can only reach those in controlled best case scenario laboratory settings. Houses are far from those and your maximum speed will be below the mentioned maximum..
