Ryzen 3 1200 Locked at 1.55 ghz

I have recently built my first pc, and i have noticed a problem. My CPU always locks at 1.55 ghz and 1.0 VID, no matter if I change the voltage manually. I looked online, and ofund that many people fixed this by returning their cpus, but i wanted to know if there was another fix for this problem. I also cannot easily return the CPU as I threw away the box after i built the PC.

Order a new one? and then return it.. though they may check the ID on teh cpu.. and I am not sure if its NOT OK to do that.. so i would check first.. and some places will do an exchange. I would also check you have the most recent BIOS.. and make sure your power settings are not set to limit the CPU
