Which CPU and Graphics card should I buy for Content Creation?

(Please excuse my language, English is my second lang) I am building this computer mainly for Video Editing. I mainly use Premiere right now. I also want to try Davinci Resolve. My timelines will probably be long 1080p ones. But if I have to edit 4k I should be confident. and I plan on learning After Effects too. So my questions are
1)Should I buy Ryzen or Intel? I already have two of this ram: https://www.amazon.in/gp/product/B01D8U27YU/ I've heard Ryzen need really fast ram to run properly. The one I have is only 2133 Mhz. I don't want to buy a new ram kit. So should I buy Intel or would Ryzen run fast enough on this ram? I'd really like to buy the Ryzen as I won't have to buy an extra cooler and Ryzen generally runs cooler than the intel. Also is the 2133 Mhz ram good for video editing?
2)I could either buy Ryzen 7 1700/i7 8700 with Gtx 1050ti or Ryzen 5 1600/i5 8600 with Gtx 1060. I'm not planning on high-end gaming. Content creation is my priority. Would I be able to use Davinci Resolve and After effects with the 1050ti? Ryzen 5 1600/i5 8600 with gtx 1050ti would be even better as I could buy more camera gear.

If you are using your PC only for content creation I would recommend that you upgrade your ram to 32-64gb for rendering purposes. Here is a build i would recommend for your purposes:

CPU: AMD Ryzen 7 1700

CPU COOLER: Scythe Mugen 5 Rev. B

MOTHERBOARD: Gigabyte GA-AB350-Gaming 3 AM4

RAM: Crucial 4x8GB Ballistix Elite DDR4-2666

CASE: Corsair - Carbide Clear 600C ATX Full Tower Case

PSU: Corsair RM650x

GPU: MSI GTX 1080 GAMING X 8G

SSD: Samsung MZ-V6E1T0 (great for content creation as it is very fast memory)

HARD DRIVE: Seagate - BarraCuda Pro 4TB 3.5" 7200RPM Internal Hard Drive

I should've mentioned I'm on a budget. I can't buy a Gtx 1080. Is GPU that important for rendering ?? I don't mind the rendering time. I just want solid playback performance on the timeline. I do want to use Davinci resolve with 1080p files though. would a 1060 or even a 1050ti be enough ??
Is the CPU cooler necessary? I've heard the included cooler with the 1700 is quite good.
Also is the 2666 necessary? I already have two 8 gb 2133 kit. I could buy two more of those to make it 32gb. Will upgrading to the 2666 mhz show a big increase in terms of rendering?
