If you want that kind of performance your graphics cards is the main thing that determines that. For over 144FPS at 1440 or 4k, you want at least a GTX 1080 and preferably a GTX 1080 Ti or Vega minimum if you are playing AAA games. If you wanted over 144FPS 4k for all games you'd need to look at an SLI setup with high end cards like these, which also will cost you a fortune with current GPU prices.

A fast CPU like the 8600k or 8700k helps keep your average framerates up.

It doesnt exist yet, its not dependent on your CPU, more on your screen and on your graphics card.
The max I saw is 2560 x 1440 at 165 Hz from Dell. 4K is at 60Hz for now.

Even if it existed, you would need 2K$+ in GPUs to run at 4K 144FPS.
