Prime95 Throttling w/ Power Saving Features Enabled

I am overclocking my fx 8320 to 4.2GHz at 1.375 Volts. When I run it through a Small FFT test in prime95 WITHOUT power saving BIOS features, it hits 4.2GHz through the test and remains under the thermal limit. When I run Small FFT test WITH power saving features, the multiplier changes from 21 to 14.5 during the test. Is this working as intended to save power?


Interestingly, when I enable HPC mode along with power saving features, I can hit full clock speed during a prime95 stress test. Why is this?

Ok, it seemed like I was able to fix this issue by a solution I found on overclock net. I used tip #2 from here http://www.overclock.net/forum/10-amd-cpus/1202751-amd-fx-cpu-throttling-fixes-please-sticky.html, which says to "Get AMD Overdrive and Open and Enable Turbo Core Control then Push OK then Open and Disable Turbo Core Control then push OK then exit AMD Overdrive". This has stopped my CPU from throttling to 3GHz under prime95 load.

EDIT: But I have to do this every time I boot. Really annoying!

Disabling APM with all other power features enabled and HPC disabled works to fix the throttling. My mobo is 970 ud3p rev 1.0 by gigabyte on f2g bios.
