PC turned off while gaming and won’t turn back on.

About an hour ago, I was in the middle of playing Fallout 4 when my PC suddenly shuts off. Tried unplugging it, switching outlets, waiting a few minutes. I decided to remove my GPU, and when I did so, I pressed the power button on my PC and it turned on. I’m not really sure if it’s a GPU issue or a PSU issue, because when the GPU was installed, it would turn on for half a second before failing to turn on completely. Any feedback is appreciated.

System Specs:
Intel Core i5-6500
16gb 2333 MHz DDR4
EVGA SSC GTX 970
EVGA 600 B 80+ Bronze

GPU 100% Replace it. I had the same problem before, with a gtx 460, fans would turn for a second then die boom. and then I gotta unplug it and plug it back in to try to turn it back on. sorry bro.
Do you have an old GPU to test in it per chance? If not, then I suppose start with replacing the power supply. Since it shut off like that, who knows how far you can trust it. If that does not work, then for sure you'll need to try a different graphics card. Apparently the on board graphics must work, but you still want to be sure the slot on your motherboard is working etc as well.
