How to install new ssd

Hey everyone, recently I bought a used hp compaq and it had no hdd so I bought a hp s700 ssd to go along with it. I keep getting the error “non system disk or disk error” and nothing will work. I have no os disk but I have installed off of a usb before with windows 10 software but it doesn’t detect that. What should I do?

My computer doesn't detect a bootable device/disk even my usb, I have tried to access the bios with f2 f10 esc, but it won't let me access it.
