I would strongly lean towards the R5 2400G build for several reasons:

-CPU performance will be significantly higher than a R3 1200
-Dual Channel RAM will speed up your entire system; not just gaming performance
-The R5 2400G performs near to a GT 1030 at stock, and will match or outperform a stock GT 1030 in most situations once overclocked
-With less components, the R5 2400G system should have a lower power draw
