I went into safe mode and uninstalled all drivers. Used CCleaner to remove all registry errors.
I then installed the latest drivers from how rolli59 recommended. Doing the method that rolli59 suggested, brings me to the same page as how I did it previously. https://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows%207%20-%2064
The latest drivers do not work for me, Is there any way I can get older drivers that I can test to see if those will work?

Also, I had this problem with my XFX AMD R9 270X. I ended up doing an RMA to XFX. I got it back and it worked fine until the new drivers came out again. I took the graphics card out and uninstalled the drivers. I then put the graphics card back in the computer. Windows gave me the basic driver for it and I was happy for a little bit. Then I got 'ballsy' one day and tried again for the new driver. It worked. I did uncheck all that fancy crap they try to install on your computer. I have since forgot what they call it because I have been green team for a few years now, but I am sure you know what it is. I think those extra quirks are what mess everything up. Even the 270X was not a top end card in 2015. Although it should have been enough to run all their bloatware. You don't need it though, especially with the HD 6450. It is up to you though, you may get lucky.
