Ringing sound coming from my pc.

I can hear the sound throughout my room if its quiet. Sounds like it may be coming from the cpu/graphics card area. I have an i5 7500 and a gtx 980 ti. Could it be a driver issue? Is the part about to go out? I can hear it even when the pc is in sleep or completely shut off. Just started happening maybe a week or two ago, I didn't change anything with my pc other than the fact that I was so busy I couldn't game or do anything on it for about a week. Last mod I did was add a 2tb SSHD about 2 months ago. Any help appreciated. Thanks

I had my pc off for a whole day and unplugged and I could still hear it. I really dont understand what could be happening if I'm hearing it with the pc completely off of any power source
