Hands down the Dell. It has Ryzen CPU and RX 570. No doubt it is superior.

the second one is a very no go. FX processors are too weak for gaming.
the dell option is very nice for the price. performance you will have good 1080p experience.
you can later add a bit more ram to a total of 16Gb and an SSD to improve your experience.

First option is far better. Don't touch option 2 with w 20 foot pole. Option 2 may have been ok a few years ago but is outdated now.
