Realized that when playing pubg at ultra or very low settings, my fps stays around the same when switching between the two. Not sure why but would like to know why.

From what I've seen PUBG FPS jump all over the place on my i7 6820HK/GTX 1070 system, so could just be a combination of your CPU plus poor optimization/crappy engine/internets.
I hate to say it but you won't get close to that with an 8350. I have a 8350 in my spud I use for streaming in my bedroom and when I had it paired with a gtx 1070 it was really holding my gpu back. How many frames are you getting? From what I understand Pubg is not optimized for AMD

Usually around 80-100 on ultra or very low. It’s really strange because it only stays within that range regardless
