CPU Fan tries to spin and stops two times, then runs at full speed and comes back to normal

Hey, I recently experienced a strange problem in my father's PC. Its CPU fan tries to spin and stops two times, then runs at full speed and finally comes back to normal speed.

He recently upgraded his PC from Ivy Bridge to Haswell, then the problem started to happen.
I had to ask this question for him because he is very busy these days.

He upgraded to the same motherboard as mine ( Gigabyte GA-H81M-S2PV Rev: 3.0 ) and Intel® Core™ i3-4150 Processor.

This problem only happens with Intel stock HS/F ( Four Pin ) which came with the processor. When I tested his system with my low performance, unbranded and unused CPU Cooler ( Three Pin ), this problem does not happen ( I think that's because it's a three pin one ).

In the first try, CPU Fan tries to spin in one direction, then stops immediately.
In the second try, CPU Fan tries to spin in reverse direction, then stops immediately.
Finally, CPU Fan starts to spin at last direction ( Here, reverse direction to first direction ) at full speed for about one second and then comes back to normal speed ( Around 1000 RPM because CPU is not under any load ).


Is this normal because Fan Controllers aren't controlling anything when PC boots?

I already looked for these settings in BIOS and the CPU Fan Speed is set to Normal. There are other modes like Silent, Manual etc.

So can you confirm that the fan isn't faulty?

I also think fan is OK because it is brand new and came with the processor. And stock coolers hardly DOAs.

Another question I have is, why my another three pin CPU cooler works fine at start without such a behavior?
 
One reason could be it has lower starting voltage requirement Another reason could be tied to way PWM fans work. 4th wire gives impulses of various frequency and duration to control the speed while maintaining all 12v to the fan. That's the reason I asked about it's settings in BIOS. Have you tried manual and full speed ?

I changed CPU Fan Speed setting to Silent, Full Speed and Manual in BIOS, but it did nothing other than showing different RPM values in PC Health Status.

Then what else can be a cause for that?
