Rise of the Tomb Raider low fps on any settings with a decent pc...

I get really low fps on Rise of the Tomb Raider... i don't get why, i tried to take the settings down to the lowest, the result: they are as low as on very high (around 20).Even in cutscenes...
My CPU only uses 30% and GPU 20-25%...
I have the following rig:
i5-4460
16GB RAM DDR3 Hyperbeast
MSI GTX 1060 6GB

I liked the previous game and i want to play this one...

Nvm i figured it out, i had the x360ce in the folder (to use my controller) and aparently that was causing the lag, i removed it and it works flawless on very high settings

No, i have no techical problem... i can't understand why i still don't get fps
