Video capture card, is it worth it

So, you know, I'm running on a low end laptop {i3 3110m 4gb ram intel hd 4000} and I record some vids to YT. but recording causes fps drops and I cant have fps drops below my recording fps because premiere pro will be playing the audio at 30 fps {recording framerate} but the video is limited to the fps that the game was in, because it is dropping below 30. or something like that, idk, and that causes problems with audio being not in sync with the vid. So, does a capture card record without FPS loss, and can it encode the video to a non fluctuating 30fps? and if it can then what is a good capture card capable of doing that for a reasonable price?
 
Solution
A capture card (USB or PCIe) must plug into something, and this something must be fast. Are you looking for stand alone capture device? It won't be cheaper than a powerful computer...
