Power supply ENERMAX 920 watt sliver 80 plus its 7 years old still kicking ass.
Cpu FM x21.5 4300 MHZ
CPU Voltage 1.3000V
NB FM x13.0 2600MHZ
CPU NB Voltage 1.4000V this is key right here < Keep cpu Volts down I think?
HT Bus Speed 2400 MHZ
HT Bus Width 16 bit
Kingston Hyper Fury Black 32 GB 1866mhz down clock to 1600mhz This board doesn't like 1866mhz?
Voltage Ram 1.675V
Timings 10-11-10-29
Cpu Voltage offset +mV
NB Voltage 1.25V
HT Voltage 1.25V
I ran prime 95 for hour and its very stable and I also ran OCCT highest temp for
CPUTIN was 65C while main cpu core was only at 45C.
I'm running Deep cooler but switch out fan for faster fans to Cool master 2000 RPM fans and add more Cool master fans to my case also. This is my 8 system rebuild I didn't want do ddr 4 system because prices are very high right now and no need for me with my setup.

RAM voltage seems a bit much, did you set 1.675v manually? Should be 1.5v for that kit I believe, 1.675v might not be very good for the memory controller, not sure.

That motherboard has a ten phase VRM if it's the one im looking at. I would go higher, your cooler seems to handle that just fine. See what frequency you can get with 1.3v vcore then increase voltage as needed. I wouldn't let cpu core temp (hwmonitor/info calls it cpu package temp) go above 62c for any extended period of time.

AMD overdive is said to be the most accurate for AMD FX CPU temps. Try it if you want, in that program you don't want temps to drop into the negatives.
