How many FPS should I be having with this new pc build...

Every game I play I dip 30 fps-40 fps on ultra/high settings. It also seems like the higher settings I go to give me more fps, like lowering graphics doesn't even make a difference.

i5-8600k (not overclocked)
16 ddr4 ram 2666mhz
gtx1060 3g superclocked ( plus overclocked a little bit)
250gb samsung nvme m.2 ssd
aorus gaming 5 z370 motherboard
thermaltake rgb view 31 case
coolermaster liquid 120m lite
750 watt evga bronze semi modular powersupply

Is there any software I can download to diagnose if its a driver problem or heating problem?
OR this is expected for this graphics card? which Im guessing is the problem.

Spent a pretty penny on this build especially in today's parts market and I'm coming to the realization that this is all just a spending party because my pc doesn't live up to my hype.

It's a new build I installed the drivers as well as did an update last night through nvidia

Code:

Temps? What game? Resolution?

Like I said, use DDU first and then reinstall.

kingdom come, 40 fps "very high settings" not even the highest.

arma 3 30-40 fps frame drops.

I'll uninstall and reinstall.

Check your temps. Did you do a clean uninstall of drivers? I do not think there is a software to diagnose what kind of problem is occurring.

Are these games FPS locked? Check if there is an FPS lock, go to your Nvidia Control Panel and check it out. Or is the FPS on your monitor locked?

So after spending 360 on a premium monitor and seeing that not anything, the real and researched answer is bottlenecking. The gpu is bottle necking the CPU, and it does it in such a way where it makes the game unstable. Anyone going for this build should avoid the gtx 1060 like a demon sent from hell and go for anything higher like a 1070 or 1080 or use another CPU. I am going to wait for the supply to increase aka another year rip 2018 worst year for GPUS.
