I am planning to build a gaming and straming rig and with the current gpu prices and availability i found a only one gpu that fit my budget. The zotac 1070ti mini which is available in my country for $803 approx. Should i go ahead and buy it cause it's a great card and gives great performance for 1080p gaming and will be future proof too? Or should i wait for Nvidia's next 20 series gpu lineup? Also do yu guys think the 10 series will drop prices after the new 20 series arrive?

I would have no problem with the "mini" part of the card.
You either buy what is within your budget, or do without.

You could consider building initially using the 8th gen intel processor of your choice and using the included HD630 graphics. You may find it ok for some games.

No one knows for sure when prices will go down - and I mean NO ONE - all we can do is speculate.
$803? Well, an aftermarket 1070ti in the US would be about $500, as the reference card is $449. Up to you, but that's still a big jump over there in your country.
