Really need help: Windows 10 reboot loop, unable to enter BIOS (black screen)

Hello everyone, I have a problem with my PC that's driving me insane. I will monitor this thread closely in the coming days, so I can provide all the information you could possibly need to diagnose this problem, and hopefully help me fix it.

Two days ago I got a pop up from my Windows 10 OS, saying that I needed to update. The update started downloading, but at about 78% or something it said the update was not installed/downloaded correctly, and that the pc needed to reboot in order to restore the previous version of Windows. The PC reboots, and a recovery process starts. However, all of a sudden the pc shuts off again, and reboots. Since that moment, it's stuck in a reboot loop, where it will show Windows trying to start the recovery process for about a second, and then it will reboot again.

I've been researching this problem, and this issue seems to be quite common. The solution is to start a recovery using a USB stick and Windows Creation Media. I've done that before on other computers, and that was my idea as well. Here comes the kicker: my BIOS menu won't display. To use the recovery media, you need to be able to open the BIOS setup and/or BOOT menu, and that's where this problem gets really hard to solve. Whenever my PC boots up, and the 'Medion' logo appears, it says to open up de BIOS menu by pressing F8. I tried doing this, and it does stop the reboot loop. However, it does not open up the BIOS menu. In fact, it doesn't open up anything but a black screen. I've since then tried different things, and I've noticed that whenever I'm in that screen, pressing the direction buttons (like <- and ->) will cause the screen to flicker with white/blue lines, seemingly graphical errors and glitches (I can provide a video if you'd like? Just ask!).

The fact that I cannot in any way boot the OS, of the BIOS menu, means that my PC is completely useless and I have no idea how to fix it.

I have a HDD and an SSD in the PC, with both a different OS on it. It tries to boot from the HDD, and this starts the reboot loop. When I unplugged the HDD so it would boot from the SSD (or so I hoped), it would only show a flashing cursor on the black screen. Opening the BIOS menu didn't work here either.

I will include a list of things I've already tried:

Resetting the CMOD (battery and jumper)

Disconnecting the HDD and connecting the SSD, and vice versa

Using different monitors (2 monitors, both trying HDMI and VGA), and my TV to try and start the BIOS menu.

Reseating the RAM

Reseating the GPU

Trying to start the recovery mode by shutting down the PC three times in a row.

I'm really quite desperate, and in search of a solution. Could it be the motherboard that is at fault? I don't think the GPU is the problem; it shows the Windows boot cycle no problem.

I would love to hear your suggestions.

Kind regards.
