game locked at 30 fps in fullscreen

My games are locked at 30 fps when playing in fullscreen.
I made sure the refresh rate is 60, but it doesn't help.
Switching the game to borderless uncapps the frame rate
and launching the game in borderless and then switching to fullscreen
still gives me 60 fps. but if I launch in fullscreen the fps stays at 30.

Have a look at gamebar settings, windows key + g

With gamebar on there's an feature called fullscreen optimisation which is a blend between fullscreen and bordeless meant to make alt tabing easier. It can be buggy.

Hm, a TV? It hasn't defaulted itself to some kind of setting where it limits you to 30fps to have a look more like a traditional CRT TV?

I know my own TV has several modes (it's a Sharp Aquos, though), such as Dynamic, Standard, Movie, Game, etc. that changes color balance, refresh rate, etc.

My TV doesn't have any kind of refresh rate setting that I know of. It's stuck at 60.
My PS4 is also hooked up to this TV and it displays at 60fps. everything is fine unless I enter fullscreen, when the games get capped at 30 fps.
