Best way to get all .JPGs in one place from various drives. Permissions denied etc

Hi, If this is the wrong place on this forum I apologise. I am new here.
This will lead to resolve other issues I presume i may encounter but I'm starting off with my basic photo's/ JPGs.
Over the years I have saved files on so many drives data sticks and phone data cards that I just want to now store them if possible in one location and then send them out to the cloud.

There's a few issues I've encountered which in the old XP days I dont recall really having a problem with..
I have two HDs in my PC. I have also pluged in four USB datasticks and a data card reader for my phone data card.

I have done a search for .JPG In 'Computer' and came up with just under 3000 jpg.
I cut them hoping to transfer to a new folder on my secondary hard drive.
After it start transfering it tells me I need Admin rights to complete the operation on quite a few of the locations.
I just press skip, I am down as admin on this machine but if I press try again I get no result.
It continues with the process but at the end I only have just under two thirds of the total files.

A lot of thses are just icons that I am obviosly stealing out of progrmes within windows etc, I knew this would be the case, but unless someone can tell me how filter these it's a strange sacrice I'm stupidly willing to take.

Putting that aside how can I get my pc to give me full rights to transfer the files I want?
Can I specify a minimum file size to leave the little icons in place, is there a trick to this?

After and if I manage to get all my photos in one place without the garbage I would like to do a duplicate file search and then ship them out to the cloud.
