My system Specs
CPU :core 2 dou e7400 2.80ghz
Gpu: Asus geforce 8400 gs
Ram: 5gb
PSU; 450w
HDD: 146 gb
Motherboard: Asus P5Q Deluxe: Intel P45

With a GT 1030 + C2D E7400 you can play PUBG on low settings at 1080p or lower resolution. It still won't be blazing fast though, so don't expect a lot. There are videos on YouTube of that playing it with average framerate around 27 fps with lows of 8 fps.

I would yourself a Core 2 Quad Q8400 or similar on eBay and use that along with a GT 1030 or better.

This only make sense if you're going to update your whole system sometime soon. The e7400 was good in 2009, but times have changed and so have GPUs......either of these are more than you need, your CPU will simply not get the best out of them.

Core 2 duo will bottleneck a 1050 Ti hard. You will have constant framerate drops. CPU and GPU are both equally important in a gaming PC. You will see a big maximum FPS increase but you won't see anywhere near what that 1050 Ti is capable of in terms of average FPS. You also should have 8GB or RAM minimum to play PUBG. I'd just rebuild a newer PC. That one is at about 10 years out of date and modern games run very badly on dual core processors.

That's true,But getting a GTX 1060 GB Or maybe a 3GB Should run PUBG Just fine.

Indeed, there is a very big difference between the gaming performance of a Core 2 Duo and Core 2 Quad. Modern games run bad on dual core processors unless you are playing Minecraft or Bejeweled.

It wouldn't matter if you have 32GB of the finest RAM for that PC and a GTX 1070, the performance is still going to be poor with a Core 2 Duo. The processor is just as important as the GPU.

True.If you upgrade to a better core, (Atleast 4-core!) then you should run perfect.I Have an FX 8320 Eight-core
with a GTX 1050 TI And crush the game at low.

It's not that hard to get smoother gameplay with everything turned down to low. Also an FX 8000 level is like 70% faster than C2Q Q9400. I think you underestimate how bad Core 2 era processors are for modern gaming. You could upgrade to a Core 2 Quad or Core 2 Extreme, motherboard permitting... or invest in a newer platform like Ryzen and enjoy dramatically better performance and efficiency. A budget Ryzen quad core processor 4C4T is over 100% more powerful overall than a Core 2 Quad Q8400. I never recommend spending money on older platforms; FX included. They bottleneck current graphics cards. You could turn things down to low but that defeats the purpose of spending on a nice graphics card. I've tested graphics cards like the EVGA GTX 1070 with old processors like the C2D/C2Q and FX 6300 range and I found the performance and bottlenecking to be very noticeable and couldn't get anywhere near a solid 60 FPS in most games.

Here's a great 2017 article on what to expect with a good graphics card and a Core 2 Quad:
