I just bought a gaming pc. It has a evga gtx 580. Will i be able to play gta5 on it and will I be able to mod as well?

The rest of your specs? A 580 is capable of running gta v on lower settings 1080p with a decent framerate assuming the rest of your pc is up to the task. What mods? You can mod the game to your hearts content, but depending on the mod it could tank performance.
