Upgrade OLD PC or buy a NEW ONE?

I need an advice on this to make sure my spending will be worth it. My budget is between $1,000 to $1,300. My current build:

Motherboard: ECS h61h2-m2
Memory: Kingston 4gb
GPU: Nvidia GT 630
PSU: Delkin aspire series 600w
HDD: 500gb

I will really appreciate any opinion on this one, thank you so much!

Rebuild. That PSU is not good and no point upgrading in that system because you will be handicapped. The below build is below $1.3k.

Most of the time, heavy gaming. It's in another currency, in Philippine Peso. Intel fan forever.

It's 7 years or 8. I'm not sure but this PC was bought way back 2011 and the only upgrade it received is when I bought a 4gb ram to replace its 2gb ram 2 months ago. Yeah, I've been eyeing to get the latest Coffee Lake CPU, and I've found out that if I will be having the Coffee Lake CPUs, I need a z370 motherboard and the rest...I have no clue on what to do. And this will be my first time to build a PC since I can't find a worthy package here in the Philippines.
