I have a delay in all games please help

I have a strong PC with a 1080 graphics card, 7700k cpu, and 16gbs of ram but i'm lagging in all my games

I have my drivers installed, temps are all low, and my frames are high but i still have a delay.

the best way i can explain it is i shoot with my crosshair on them but i miss even though there is no delay on my actual shot but instead a delay on what i'm seeing.

Generally speaking I notice Input lag immediately if VSync is enabled. You should also make your games FULL screen and not Full screen windowed or Windowed.

You can also maybe try another mouse if you have access to...

no i don't get any frame drops there are no taxing programs running in the background and i'm pretty sure i don't have any viruses because i just did a clean install of windows

it could be internet lag but i'm not sure to be honest i have verizon fios and i get 800ish mb up and down, also my ping in game is very low usually around 17-20 range
 
You aren't really providing enough information to help you, You need to have a frame rate counter goign in the game, most games have one that can be activated through the games console, or if it steam game you can activate a counter via the overlay.

You will also need to see if you have a thermal issue, either on your CPU or GPU. What CPU cooler do you have? You can use MSI Afterburner for your GPU and RealTemp for your CPU temperatures.

Also make sure you have the latest driver version from Nvidia for your card

my cooler is a H150i PRO is 60 degrees too high for a cpu? give me one sec to check the gpu temp in game

You can also maybe try another mouse if you have access to one. I have also seen input lag originate from a fault harddrive or even having an SSD in IDE mode instead of AHCI. But in general Vsync is the main suspect and "windowed mode"
