PC won't power on after dusting

So I brought a mini blower at my friends house because the dust in his tower was getting out of hand. After we finished dusting it, my friend connected the cable back but pressing the power button did nothing.

I checked the mobo fpanel connections were ok.
One thing I noticed was that after removing the power cable there was a ticking sound coming from the psu, which stopped again when inserting the power cable. I also tried discharging any capacitors by removing power and holding the power button.

Also I had noticed that the psu fan had stopped spinning for some time now, if this is an indication of anything.

So 1) The psu died?
2) Mobo somehow go fried by static while dusting (the dust was quite an escessive amount) ?
3) ?

Should I try removing the cmos battery?

Any thoughts or suggestions?
 
Solution
Could be a dead PSU, if the fan stopped working, need to replace it. If you don't, the PSU can kill every other component in the computer if it fails.

hm alright thanks for the info. The psu fan had already stopped working before the dust cleaning though. But I guess it might have affected the case and mobo fans. So removing the fan connectors and trying to power it on is worth a try?

yeah, it was a lot simpler than that actually. The power switch was broken, I have no idea how, because it was working 10 minutes before the dusting. Anyway I'm using the reset button now to switch it on.
