My pc wont accept W7 in place of W10

I want to change my hdd to the new ssd I bought and use the ssd as my primary drive.But the hdd has w10 and the ssd has w7.My pc will reach the Starting windows screen and right before the logo pops up it restarts.The repair option isnt working.Is it possible to fix that?

You have to actually install Windows 7 onto the machine you want to use it on. Can't just plug in an installation from another computer and expect it to work.

It's best to install Windows when only one drive is plugged in, so the bootloader for it ends up on that drive. That way you can later remove the other drive and 7 will still boot, or even boot to Win 10 instead simply by selecting which disk to boot from in the BIOS.
