No valid IP config, no network adapter mac address tab

My LAN connection quit out of the blue, wifi is fine. Well i was getting hammered by a shady cloudfare address (or rather something was hammering an outbound to it) Autofix says "Ethernet" doesn't have a valid IP configuration. I can't even connect to either router. Lights and pins on port of mobo (and others) fine. While trouble shooting,;I came across a step suggesting manually assigning the MAC address - but the option seems to be missing from the advanced tab in properties. It doesn't seem to exist anywhere in gui, tho I could find the address itself easily enough from command line.
I've tried everything else, cables, ports, driver reinstall, ipv6 disable, powering down for a while - everything up to DHCP on this page https://windowsreport.com/ethernet-valid-ip-configuration-windows-10/
I'm gong to try that now but not hopeful. Any help would be appreciated.

4790k on z97 asus maximus hero vii
Windows 10 v1709 (no recent updates)
Realtek gigabit onboard ethernet intel l218v
Isp: bell Canada 50mbps, home hub 3000 (sagemcom 5566)
Evga 650 g3
Only wired connection, tried others of 5 ports, all wifi works well. Nothing networked.

UPDATE: So when trying to restart the DHCP client from services, whether run as admin or not, I get "Windows could not restart the DHCP client on this computer, error 5: access denied - even though mine is the admin and only account on the computer..

The most unusual thing is; The Network settings Physical MAC address function is missing - I feel this is likely telling?

EDIT: Connected a different computer to modem/router, works perfectly.

FINAL EDIT: system restore... In my defense I had it turned off for years, welp time for drive tearing malware n virus sweeps!

Well do you another device you can plug into your router just to confirm it's operating correctly maybe a TV/game system, also have you tried to set a static IP address on your PC based on the same subnet that your router is issuing IP addresses.

Doesn't seem to be a router problem, WiFi is fine. Seems to be a PC problem as it couldn't find either of two routers. How do I find the address to set to static.. I could set it to whatever the wifi is right now.. but it changes every couple days.

Edit: I can't really access the ability to set a static ip, I only have that odd "unknown connection" to mess with
