lights and fans spin up but no post before restarting on its own and repeating

I can't Identify the issue. A brand new build of new parts all seated correctly and plugged in everywhere. before you ask i already ran through http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

so from the top. A new PC with everything put in correctly as far as I know. I turn it on. the lights are all on and fans are spinning but hard drives don't spin up. this goes on for about 30 seconds before shutting off and restarting. It never reaches post.

Asrock ab350m pro4

Memory
corsair vengeance LPX DDR4 4gb x 2

Power Supply
EVGA 600 B1 100-B1-0600-KR 80+ BRONZE 600W

Graphics
MSI GeForce GTX 1050 Ti 4gb GDDR5

1: checked motherboard seating
2: Tested GPU on PC. It works on my old rig
3:Mobo speaker provides no beeps.
4:Tried single ram in every slot
5:pulled hair out. no avail
6:booted my OS off of working PC works fine.
7: I'm gonna try the power supply on my known working PC

Post (power on self test) is the first thing that happens when you push the power button on your case.
Post cycle sets various parameters and one is RAM training where post attempts to set correct and best settings for your RAM and can reboot a few times. Ryzen can be picky with RAM.

Do you have the latest Bios installed.? If not then update to version 4.50. ASRock say "Before updating this BIOS, please update the BIOS to P3.40 firstly". I know!! You can't access Bios till post issue is fixed.

Is your RAM listed on the MB QVL.? If not sure then list the Part # of your Corsair RAM.

Test your RAM in another system or run Memtest86...

Ensure the modules are seated correctly and pushed down well.

RAM is the first thing to check but no guarantee that is your fix as something else can prevent you from Bios access. Unfortunately there are no trouble shooting LEDs on the MB that can help identify the issue. You can install a MB speaker to identify beeps codes.
