Can a faulty motherboard "work" differently with two different PSUs?

So yesterday my computer suddenly shut off and would not power back on.I assumed that the cause was my over 12 years old PSU - Blue Storm II 500 and ordered a new unit - Corsair RM550x.With the new PSU it still does not power on so my motherboard must have went out(ASROCK Z77 Extreme4).

In my disbelief that the PSU is not at fault i noticed that the new Corsair RM550x causes the ethernet port light to flicker which does not happen with my old PSU.

Can something like this happen or should i assume that the new unit is faulty?

The old PSU may not have had a good +5V StandBy power line or didn't provide enough amperage on stand by for the light on the Ethernet port.

I'd lean towards the motherboard right now but would certainly agree that breadboarding as mentioned above is the next logical step.

Sorry seems like i have worded that incorrectly. The old PSU makes the ethernet port light or any usb powered light light up normaly there also seems to be a delay before the lights go off when i turn the psu off.
The new psu makes the ethernet light or any other usb powered light flicker without any delay when i turn the psu off.

I have done breadboarding with both units but no result.
Today i tried doing the paperclip test which both units failed. The new unit did absolutely nothing and the old one made the fan move by few centimeters but only once no matter how many times i tried after that. So unless Corsair RM550x has some kind of protection against the test it means that both units are dead right?

Which fan are you referring to with the RM550? IIRC, that PSU has zero RPM mode ... so the fan on the PSU won't turn on. Also, when you did the paper clip test, what kind of load was on the PSU? You should attach something to one of the rails ... say, a case fan using a molex to fan adapter ... to give it a load.

with both units i had a case fan plugged in while doing the paperclip test.

yep only new cables...tomorrow i will try to get a replacement or at least tell them to try it out if it works.
