Just about any modern laptop will do that. For example Dell removed the ability of CMOS clear to erase a BIOS password back in 2004, 14 years ago in order to make a stolen laptop useless.
With a desktop, it's generally considered safe enough to simply encrypt the hard disk. Clearing the BIOS then erases the key and the hard disk becomes permanently unreadable. Wouldn't be able to even format and reuse it.
