Can I download necessary drivers to my android phone then transfer to my laptop?

Reinstalled windows 7 no drivers and no internet, also I haven't got access to another internet capable pc.

If your PC can see the phone via USB, probably.
Try it now....connect it with a USB cable.

Yes it recognised my phone and installed drivers for it

So go find the LAN driver for your PC
Download it to the phone
Copy it to the PC
Install it.
