It could, from my experience MMO's prefer stronger CPU's. If getting a lower end GPU and turning down the settings/resolution doesn't fix it then you'll be looking at a new CPU/MB/RAM. Fortunately there are some good budget options.

First, try the system out before considering getting a GPU or any other upgrade, make sure you update the iGPU drivers.
