Pc not booting

All my compnents seem to be working fine with the exception of the hdd that isnt spinning. Fans are running fine. The leds on the gpu are working but the ez debug led indicates that the priblwm is the gpu. No signal on monitor/ just a black screen. Ive tried this trick where you unplug the power chord and hold the on button for a minute. Tried unplugging the hdmi cable but the problem still exists.
 
Solution
disconnect power from PSU

reseat graphics card and memory.

replug PCI-E power to grpahics card and atx power to motherboard.
unplug hdd for the time being (sata on mobo)
unplug other peripherals
apply power to psu and power up

if that doesn't work

try putting GPU in another PCI-E slot (if you have)

remove one memory stick, try again

or try different memory slots.

look at your mobo manual to determine the proper slot placement for memory.

if no luck.. try video card in a known good working system.
