simple tasks cause 100% disk usage spikes?

it can just be simple tasks such as opening chrome or really just opening anything and i get these stupid disk usage 100% spikes that clearly slow the computer down, anyone know whats wrong?

i did some hdd check in cmd with some command i forgot, it said nothing bad was found..
and ive ran so many anti virus programs and recently reset my pc so i doubt its a virus :(
