CPU doesn't have constant workload after overclocking

I currently have this system:
AMD A8-9600
ASRock AB350M-HDV
Geil EVO Potenza DDR4 4GBx2 2400MHz AMD Edition
FSP HEXA 400W

I tried to overclock my CPU from its original speed of 3.1GHz all the way to 4.1GHz which was amazing. But I noticed that the CPU was very hot (58deg celsius) on idle and I so that I ran Prime95 and suddenly my PC restarts. It could've been the thermal issue or PSU but I'm pretty sure my PSU's alright because it's not overloaded (i don't even have any dedicated graphics lol).

Overheating is not the problem here, because I can notice it myself.

The one that I want to ask is that when I put some stress test on the CPU the CPU load goes down from 100% to 89% and to 80% it just keeps on going down and after that the PC restarted due to hot thermals.

My question is why the CPU workload keeps on decreasing upon its' restart?

Obviously from what you are describing overheating is definitely a problem.
The CPU is designed to protect itself from overheating, sometimes it's flat obvious because you will see the multiplier actually drop to a lower setting and then increase if it cools enough or not, it may even drop further depending on the actual temperature.

If you want to run clocks that high you have to get better CPU cooling to keep it cool enough.
