In-game FPS not changing no matter what graphics settings are enabled. CPU bottleneck?

So I've had this problem before. My FPS just wouldn't change no matter what I did with the graphics. My solution back then was to plug my DisplayPort into a different port on my GPU. Now I have absolutely no idea what's causing it. I've tried plugging the DisplayPort in different places and I've even tried re-installing the drivers.

My specs are: NVIDIA GeForce GTX 1080 Ti - Intel(R) Core(TM) i7-7820X CPU @ 3.60GHz - 16 GB RAM - Microsoft Windows 10 64-bit

The game I'm trying to run at a stable 60 fps is Dark Souls 3. Any help will be appreciated

I'm aware that DS3 is 60 fps locked. The problem I'm having right now is that like a week ago I was able to play DS3 on Max graphics in 4k with stable 60 fps. Now even if I put my graphics on low I can't get 60 fps.

I have this exact same issue in war thunder.

My CPU is Xeon E5520 octa-core @2.26 GHz
my GPU is GTX 750ti
and I have 8 GB of RAM

No matter the setting I put it in(Ultra Low-Maximum) fps never changes it's always at 40
