Anyone have windows 8.1 boot files since i need them

So i got a new hard drive today thinking it would automaticlly install its self but nope i need an bootable usb and i have no other windows but this chromebook and you cant open .exe files on it
Anyone willing to lend me the boot files for windows 8.1 so i can reinstall windows?

well i dont have friends that live near me and none of them have computers cant you create one your self then send them to me please
i really need to do something important on my computer

the website you sent me didnt make me enter a product key cant you just go on with the installion and try to get the boot files?
