How Can I Upgrade My PC To Stream in 1080p and Play On High/Ultra Settings?

Below is my current setup. What do I need to upgrade to stream in 1080p 60FPS while gaming on ultra quality? My current issue I have is, I can't stream in extremely good quality on Twitch without my streaming software, OBS, saying my encoding is too high and making my stream freeze/lag horribly. Thank you!
