Solution
try x45 with same voltage, then test if stable push it to x46 reapeat until it cannot boot, then you raise the voltage up, it a long process, but knowing the 4790K. you can go x46 with 1.26 easily.

But yesterday, my v core was at 1.216 with 4.4 ghz, and i got 76C on Cinebench, so im guessing it will get hotter if i raise the voltage and cpu speed, right?

If you are a first timer then try venturing beyond 4.4 because as "The Paladin" said so, you're just at Intel Turbo Boost speed which the processor will clock itself to when needed.
