I have a problem with my rams, if I place only one its works and if I place another one its freezes the computer and if I restart the computer, the System just see 4gb or see 8 GB but just 4 GB RAM usable.
Banking on dead stick. Test by putting the stick that you haven't tested alone in the same slot as the working stick. If the system boots with one and not the other, that is usually a clear sign that one of the ram sticks is DOA. Happened to me alot with corsair ballistix lineup, but hey it's budget ram.
And sorry if that was confusing refer to this image.

there is no guarantees with ram even same exact sets that is why you buy matched pairs you could try uping the voltage to the ram a tinny bit 0.001 or something do not blame me for any damage

The way you worded your sentence makes it sound like you installed a RAM stick while the PC is powered.
