Intranet and Internet cannot connect at same time

i have one router with ip 10.15.82.1 : 255.255.255.0 which is for intranet, and another router with 192.168.82.99 : 255.255.255.0 from my ISP for internet. i cant change the IP of my ISP Router.
All the computers have LAN connection and the PCs cannot use both internet and intranet at same time. I can use it separately after manually giving IPs. which means each time i have to change IP in order to use the other network. What can i do to solve this?

on the first router that the internet comes in on leave as is on the second router take the line which has the internet from router 1 and do not put it in the top where internet cumming in goes put it in the the four sharing and your other machine in the four.
