Every game feels like 20hz (No smooth)

Hello, as you can see from my topic name, i have problem with smooth. It feels like, i'm playing with 20hz monitor. I tried almost anything. T.y: All Nvidia settings, upgraded cpu, gpu and ram, reinstalling gpu drivers, updating other drivers etc, etc, but still nothing happens. It's getting really annoying, when u playing csgo not comfortable and losing rounds.. Also i tried all ingame settings, but still same problem. My monitor is 75hz, i tried to set on 60hz but after that it was just worse.. Someone pls tell me how to fix this problem..
 
Solution
While an i5-660 could give you trouble in new games, it's not gonna mess up CSGO (or Skyrim).

Vsync is your issue if it doesn't look smoothish at over 40fps. Turn that on. Triple-buffering is pretty much only useful with Vsync.

The GT650 should do fine at plenty of games. It's not going to play anything new on high, but should handle games from 2013 on medium and easily handle CSGO (as it is, based on your framerate).

Since it used to be smooth, there is a possibility it has to do with your hard drive, but that's very unlikely and only if you're out of hard drive space (like under 2GB free). If that's the case, you could actually be running out of virtual memory if you have too little RAM (4GB should be plenty though so long as...
Please describe your hardware. I need the following info, in order of importance:

1. Graphics card?
2. CPU?
3. RAM quantity and speed (use CPUz)

There are other factors that matter, but not nearly so much as the first two.

Typically, low frame rates are from trying to run a game with too high of graphics settings on an inadequate graphics card. CS:GO has very low CPU requirements and can run smoothly at >40fps on a Radeon 6550 at 720p.

Download and run FRAPS to find out your actual FPS in-game. You can also run its benchmark. (Note: it is not DX12 compatible, so run a game from before 2017 such as CS:GO, Skyrim, BF4, BF:HL, or BF:WW1).

Settings in game low.
Ye, i remember when i installed gpu and my games was smoother, but time after time something happens and smooth disappears.
I have only VGA cable..
V-Sync off, Triple buffering off.

what are the fps in game? use fraps as suggested and let us know. also what are your temps like in game? last what is your monitor and what do you have the Hz set to in windows itself and in the games?

fps 180, 160~.
now i checked temps with speccy: gpu: 47, cpu: 37, motherboard: 43, storage: 34. my monitor is 4:3 cheap af and old hp 1955. my friend have 1024x768 rez shitty 1998yrs old monitor and hes game looks a lot better than mine :D:D:D. windows hz 75 (same like nvidia).
and it's can't be high temp problem, because cpu gpu and ram are completely new.

Chances are, your performance got worse because a driver update or something caused Vsync to get turned off.
 
Solution
New parts can have temp problems, but your temps are good. You can probably pick up a newish 16:9 monitor for $20 at Goodwill or $50 on clearance at Office Depot if you're lucky. Check slickdeals or somewhere like that. It will improve your kill rate in CSGO if you have peripheral vision.

Btw, it's a good idea to post here to ask us before you buy new parts. We'll help with finding deals and recommending what will or won't improve performance for your intended usage.

 
Slow motion mouse movements? I don't understand what that means. So that's a new issue, right?

Your FPS and vsync shouldn't affect your mouse. Try turning Vsync off and check the mouse, then turn it back on (keep it on long term). If you can fix everything except the mouse, you might want to make a new thread of that. If possible, maybe you can film what's happening with FRAPS (depending on your settings, it may impact performance)?
